Sam Reed
Sam Reed has dedicated their career to addressing environmental challenges. Starting as a climate scientist, Sam conducted research into the Earth's climate dynamics of the deep past. However, driven by a desire for practical change, they transitioned into the world of climate policy.
Sam joined the ETS policy team just before the EU exit transition period, and helped design and implement the policy on the cap and free allowances for the start of the scheme, and then to align the cap to a trajectory consistent with delivering the UK’s net zero targets. Today, they lead the team designing the policy to bring other emitting activities into the scheme in the 2020s, namely maritime and energy from waste, and looking at reforms to how the UK ETS draws the boundary for activities that are in and out of the scheme.
